I mean.
You're right about one thing, this is a song I like from an RPG Maker game.
But this one's from The Sacred Tears TRUE. It's the final boss theme (I should know, having gotten as far and defeating said final boss during the Aeonian Blank or whatever we called the period I was super inactive from February 2017--).

The song you're talking about, that plays during optional fights in an insane asylum, would be from Standstill Girl, though that's also a song I like, haha.

I was actually trying to refer to Mad Farsdale, though at the name, the name had evaded me and I forgot the game in question.
