So I ought to consider if True Vresun should be the game's true final boss or a powerful superboss. And also if it should be exclusive to New Game + or not.

How about 100% completion to unlock it?

Or alternately, you have to get complete the post-game and refight Vresun. Or alternately, True Vresun is a powerful superboss who can alternate between her 3 forms at will (i.e her humanoid form, Queen of Ragnarok form and her Core of Loneliness form) If you want, I could give you a description all 3 of Vresun/True Vresun's forms.

Vresun's first form is a white (as in the colour) nu-de humanoid female with coloured ripples on her body. Depending on which of the 4 Heroes's powers she uses, her hair changes to resemble that of Shane, Kim, Ellen or Bloom; with the ripples being either cyan, red, aquamarine or orange. One of her eyes is covered with a rose, and the other's visible, resembling a button with one of her ripples near it. The only time the rose isn't visible is if she uses Bloom's powers. She also wields a flower-like blade and carries a shield with thorn patterns.
As True Vresun, her appearance is physically the say except her body is black, her eye-rose is golden and her other eye is white. The ripples stay the same as does her appearance changes. Her sword resembles the one she wields as Queen of Ragnarok. She's also much, much stronger than her normal form.

Vresun: Queen of Ragnarok towers over her previous form. Her skin is still snow white, and now wears a vermillion robe and has a orange/green crown upon her head. Her bottom half resembles a flower and she has large angel wings upon her back. She also wields a larger version of the blade her previous form had.
As True Vresun her skin is black, her robe is wine red/plum but physically her appearance is the same.

Her final form is her true form: Vresun: Core of Loneliness Her form is a green orb with darker green ripples, and a antique gold disc with several orange kite diamond spikes jutting out along with smaller spikes in-between. Her single eye has black schlera and a white iris. Rotating around her are the souls of Shane (cyan) , Kim (red) , Ellen (aquamarine) and Bloom (orange), each of whom appear as orbs with a sparkly trail. When Vresun wishs to use the 4 Heroes attacks, she'll absorb one of the 4 souls and take on that soul's colour. She can also the use the souls as weapons (ala Marx Soul's split fireball attack).
As True Vresun, her physical appearance is unchanged but her colours differ. Her eye is now white schlera and gold iris, her body is black with grey ripples with gold spikes. The soul's appearances are the same. She's also much stronger than before.

Forget the other 4 Heroes, everybody knows that Bloom Seymour is one of the best playable characters in the game. :3
